I don't think so. In some ways Tony's situation and Jon's are similar now. Tony went to Indianapolis with a "defensive guru" tag and to a team that already had great offensive personnel (Manning, Harrison and Edge). The fact that they continue to lean on their offense and that their defense continues to be their weak link haunts Tony. You honestly can't say that the Colts are winning because of what Tony brought to the table and his statement that he's only going to coach for so much longer may say that he's never going to win a Super Bowl unless Peyton can make it happen for him and soon. Frankly, given the number of good teams in the AFC versus the NFC (where I see a lot of parity outside of Philadelphia) I contend that Gruden's opportunity of getting back to the Super Bowl if we experience a turnaround season might be just as good -- if not slightly better -- than Dungy's.
There's also one key fact to keep in mind this season; there's only one head coach/coordinator team in this league that's won a Super Bowl (now that the crew has been broken up in New England) and that's Jon Gruden and Monty Kiffen. Based on everything you read and hear there's no chance for the Buccaneers to make the playoffs this year but I refuse to believe that. If this teams shows any stability at all and makes it to the dance it wouldn't surprise me if we ended up making some noise before it's over. ;->

I can't think of another example of a team that had been built to
near-championship status by one coach, deemed unable to get over the
hump by management and then taken to the championship (despite signs of
being in decline) by another coach.

It could be a further problem/burden to Coach Gruden that Coach Dungy's
team continues to be in the playoffs year after year. When considering
Tony Tungy's history, how often has he not been there. And yet the
ultimate goal has eluded him. DR
