I think volunteering is the best way to improve your chances of getting in. I haven't heard anything one way or the other about whether or not they take past history of similar events into consideration. I think that groups have a slightly better chance to get in, but I suspect that volunteering has a much greater influence. Once you have completed the event 4 or 5 times, I think you're pretty much guaranteed to get in after that, but that doesn't help a first-timer.
This year, when I volunteered for the Silver Rush 50, I got a piece of paper signed by my "supervisor" saying how much time I put into the event. I think the idea is that for next year, people who volunteered this year will send that piece of paper in with their application. To me, that says that volunteering is your best bet, and that you probably need to volunteer in 2010 in order to have some certainty that you will get into the race in 2011.
