Greg,
I know what you mean about the safety issues. That's one of the factors that has me double thinking this. Thanks for your input.
And thanks to Steven Graham and the others who gave their two cents worth. I always like hearing different points of view before I get started.

Typical Paint sticks boomerangs have a fast return because they are
not wide enough . In my opinion paint stick boomerangs and kids are
not a good match .The kids are never careful enough and wont use
safety goggles .The kids use with younger siblings at home as well .I
would recommend using 1/8th balsa wood . At 1/8 th the boomerang will
hardly ever break because they cant acquire a terminal breaking
speed . My video tittled" spiraling boomerangs " shows them in
flight . It would cost about 50 cents a kid in balsa wood . They
would need seal coating . The other aproach would be to get hold of
the GIANT paint sticks they are wide enough but you'd have to bring
in a sander as an after school class and let them take turns sanding?
However moms freak with the thought of kids fingers near sanders .I'm
just throwing some ideas out there . You need any specs or anything
write me .
