If you look in the BikeE mailing list archives there are discussions of this, but yes, it has been done.  It is not trivial and the handling will change.  For example if you are heavy and already experiencing wheelying on climbs, that would get worse.  I have never understood the attraction to this idea probably because I have a road only CT.  Perhaps dirt riding brings out this urge.

Hi Yoda - I have an NX on which the previous owner, a skilled machinist, carefully machined out the top of the fork to allow it to accept a narrow 20" wheel....
