The seats don't break because of a pack but because they were designed wrong. If the replacement seat is the better design then you will have no trouble. Avoiding the pack does nothing to improve the chance of the earlier seats to survive.
If you are very concerned you can bolt a panel of plywood to the tail of the frame to support the pack better.
I bought a soft cooler (12 pack size) with a shoulder strap and I have it resting on the tail and hanging from the top of the seat. Works very well for a long day trip with several meals worth of food and gear.

I have a CT and never had the Pannier Racks.
I used to use a back pack on the back of my seat but the back part of the seat fame broke and (very fortunately) I found a new one. Now I'm reluctant to hang anything on it. So I'd like to be able to use panniers but I can't find the rack.
Does anyone know of a source? Used is fine.
Does anyone know of a substitute model that could be made to work?
Does anyone have any other ideas? I do have a pair of "Accessory Mounting Brackets" available - these might work with a traditional rack but they'd have to go in front of the seat and I'm not sure how it would play with the chain.
Thanks,
Frank
