Ortlieb make a number of small roll-top bags that are 100%
waterproof; both for first-aid kits and as extra pockets for their panniers.
All come with belt loops or a strap (the smallest first-aid bag) so
there should be no problem tying them to your chainstays (wich is
where I sometimes tie my tool roll).
