Here's my take, for what it's worth.

I would run in the conditions you describe if it is dry. However,
everyone is different. You need to find your own limitations. If the
conditions were wet with these temps and windchill, I wouldn't. Now, if
it had been before that fateful day of Dec. 7, 2005 when I suffered
severe frostbite by running in wet, sloppy, snowy and icy conditions at
10 degrees with a windchill of -5 degrees, then I would probably say go
for it if it was wet. Now, I wouldn't. I know for me now, I won't run
in wet conditions under about 25 degrees. It's too risky, especially
since I seem to be more prone to the cold this year.

I ran an 8 mile run yesterday in freezing rain at 30 degrees with a
stiff northerly wind of 20 to 25 mph. Not sure what the windchill was,
but even though I wore gloves my hands were cold and getting numb at
the end of the run. My feet, however, were fine. If it were 5 degrees
colder, however, who knows.

Just some of my experiences.

When you run in cold weather, do you relate more to the temperature,
wind chill, wet versus dry conditions, or a combination of these
factors?  For example, I find running in dry conditions, 31 F/25 F wind
chill is not that cold on my feet.  But in wet condition, 35 F/28 F
wind chill, my feet are down right cold.

Today it is 26 F/15 F wind chill (winds are 13 mph), but dry right now
(we are supposed to be hit by freezing rain/snow later today.  Rick,
would you run under these condidions or not?

Actually, I think your explanation may have some credence, Ryan. I
also think that skin that contracts, as it does in the cold, will
also cause more sensitivity to the soles of our feet, therefore
causing more tensing than when they are warm. This could also cause
some contraction in the toes.

I was the only barefoot runner there. I had no problem being barefoot
at all. My feet felt light and natural. The other runners don't
understand why I don't wear shoes. And I don't understand why they
wear shoes. LOL

Barefoot todd and I both blistered on the Thanksgiving Toys for Tots 5K in cold weather even though the same course has been no problem in the summer. Even though I thought I was being very, very careful in the 35 degree cold, damp (sleet for the first hour) Seattle Ghost Marathon on 11/25, i was surprised with abrasion on both big toes for the first time I can remember when I finished.
 
I also attribute it to not getting timely feedback that my form needed correcting.

In possible preparation for next year, I'll be especially interested in your this year's cold weather running experiences.  in particular, my 12 minute/mile was not involving much, if any, toe push offs and my karate background usually keeps my toes pointed upwards anyway so I'm really puzzled how they got scraped. 
 
I'll try to be more aware during any more cold weather running this year too.

I thought you seldom had ice or snow.

It's snowing now during the Monday night Seahawks/Packers game so I may be off for a week until the 12/10 Jingle Bell 5K.

Oh gosh, that is SO funny! How mothers will make up a story to tell
their kids to shield them from the TRUTH! I have had the same thing
happen ... "Well, Johnny, I'm not really sure why he isn't wearing
shoes but maybe he's trying to be like Jesus or something." Huh?
Okay, but I'd have to do a bunch more than that not wear shoes to do
that!

My favorite, still, is "You're not wearing shoes!" It's like they
have engaged their mouth, responding to what their brain is telling
them. It's like they must process this both mentally and audibly
because it is so absurd in their mindset!

I usually answer "Whoa! You're right! Not much gets by you, huh?"

Thanks, Rick.  And yes, the 'fun' is always the most important to me, too.  Even with a "bad" run, I have fun.  
 
Most of the conversations I had along the way were started by "how do you do that?"  or "doesn't that hurt?"....which leads to a nice conversation about other things, too.  One guy said I should be running with the Kenyans.....even though I'm a 40-something 9-10 mpm chick from suburbia.  Then there was one woman who started explaining to her daughter that I had forgotten my shoes at home and went on to make up a story about that.
 
I've read some of the comments that other folks have heard....anything stand out to anybody?

many people it was hard to race....it was more of a slow run obstacle

20-something guys who look tough and buffed but confessed to me about how
much their tender-feet would hurt if they ran w/o their shoes.

My contribution for this week:

Tue: 6 km (track)
Sat: 8 km (track)
Sun: 10 km (road)

Weekly total: 24 km, equals 14.9 miles

I just returned from running the 10km on the road, a personal best
(qua distance, we're not talking about times :-) )as far as barefoot
roadrunning is concerned. I think it was just a bit too far. I've been
running on track quite a lot lately, and I think road km's are a
bigger attack on my feet than the track km's. Well, ok, my feet feel a
bit sore, there is one small blister on my 4th toe, right foot, (which
shouldn't be there at all) but I feel very happy I've been able to run
this 10K. Still going strong!
