Thanks for your reply.  I guess he figures that with a cap of 200 he can easily get that without benefit of the ATC GP to attract quality runners.

You should have received a response from Wayne Stanko re the Rock to
Rock. Just so everyone is up to date I wanted to let you know that the
R to R was solicited this year to be a part of the ATC Grand Prix
but there did not seem to be interest on their part.
