May 7, 2009
The intent of this weekly newsletter is to provide interesting and useful referee related information for AYSO referees. Send questions, article ideas or comments to: Joe Eldridge, AYSO National Referee Administrator at WhistleStop@....
To Whistle Or Not To Whistle?
Things You Didn't Know About Things You Know Well

Referees must make quick decisions, and the luxury of time to think it over, look it up or discuss it with someone is not an option during the game. Test your knowledge and see if you can answer the following questions:

What should the referee do and how is play restarted if...

1.  While the ball is in play inside the blue team's penalty area, a spectator blows a whistle and a blue team player, who assumes the referee has stopped play, picks up the ball with his hands.

2.  While the ball is in play, a red team player asks and is granted permission to leave the field by the referee. As the red team player is leaving the field, the ball comes toward him and he kicks it into the blue team's goal.

3.  A red team player takes a throw-in and seeing the blue team's goalkeeper out of position throws the ball directly at the unprotected blue team's goal. A blue team defender deliberately prevents the ball from entering the goal by punching it over the crossbar.

4.  While the ball is in play at the far end of the field, the red team's goalkeeper inside his own penalty area strikes a blue team player. The assistant referee signals for the violent conduct but, before the referee sees the signal, the red team subsequently scores a goal. The referee signals a goal for the red team and then sees the assistant referee's signal.

Tip Of The Month
A Good Excuse

Recently the National Referee Advisory Commission instituted a program to track the rate at which referees complete their certification upgrades. We compiled a list of volunteers that had taken an upgrade course more than a year ago (but not more than five years ago), and had not yet completed their certification, and we sent them each an e-mail asking why. The following is one of the responses we received and the best excuse we have heard so far:

Thank you for writing. I did take the course approximately a year ago.

I have not had the opportunity to do my assessments for a regulation match. I deployed this past November and will not be returning till this October. I will contact you as soon as I return from Iraq to finish my requirements. I have been keeping up with my skill while in Iraq.  I referee the tournaments held here on Camp Taji.  The play is unbelievable and I'm enjoying my opportunity to referee such talent from players from Uganda, Bosnia, Croatia and Iraq.  When the Ugandans play, it's constant chanting the entire match.  They have such a passion for the game.  I have included a few photos. Thank you for taking the time to think of me.

Our goal is to encourage and support our referees in their efforts to upgrade their certification which should not be unachievable in a reasonable period of time. In Randall's case, we fully appreciate his reason for the delay and applaud his efforts to continue to gain experience and to serve a larger cause at the same time. If your excuse for delaying the completion of your upgrade isn't as good as Randall's, think about taking advantage of the freedom you have.

Are you attending the NAGM this year in Dallas, Texas? Get some sun in before the board meeting starts and join us for the 2009 NAGM Golf Tournament Fundraiser on Friday, May 22 from 7 a.m. to 1 p.m. at Steve's Park Golf Course. The fundraiser will benefit the AYSO Endowment Fund. The Fund helps AYSO Regions make soccer available to more kids through developing fields, promoting their program and providing volunteer training.

Longtime AYSO volunteer Larry Caplinger from 1/N/165 is helping the National Support and Training Center (NSTC) run this exciting event, so get out your golf clubs and join us! Golfers of all skill levels are welcome.

For a donation of just $100 to the Endowment Fund, you will receive the green fee, cart, boxed lunch and transportation to and from the Hilton Anatole. You can register for the Golf Tournament when you register for the NAGM; just click the box next to "Friday Golf Tournament." Once you have registered, a representative from the NSTC will contact you to see if you will be golfing individually or signing up with other players.

Ask The Coach...
Everything You Wanted To Know But Were Afraid To Ask

Coaches have to deal with all sorts of scenarios week in and week out. Each week John will address a question that has been sent in by an AYSO coach. This week's question is:

"Coach, what is the proper warm up I should be using for my team?"

Training Activities Spotlight
"LA Freeway" Is An Activity For A U-6 Team

To see a video of this training activity, please click here.

"LA Freeway" works on dribbling skills. You will need a full U-6 team, one ball for each player and four or more cones.

Organization: Create a 15 by 15 grid marked with cones. All players are required to play within the grid, and each player must have a soccer ball.

How The Game Is Played: All the players dribble around within the grid. They must react to the following directions given by the LAPD (the coach). "Green" is go, "yellow" is slow down and "red" is stop with a foot on the ball for three seconds. When the coach yells "crash," all the players must fall to the ground. And when the coach yells "runaway speeder," the coach runs into the grid and kicks out the balls.

Variations: Allow the players to only use their left foot, right foot, outside of the right or left foot or the inside of both feet.

Two Good Suggestions

Encourage players to wash their hands after the game (parents bring hand sanitizer).
Replace the end of game "high five" or handshake with a nod and a "good game".

Subject: AYSO Issues Statement Regarding Swine Flu Outbreak

The following message is informational only!  Please do not reply directly to this message.

AYSO has received several inquiries from volunteers regarding the recent swine flu outbreak.

We encourage our volunteers and parents to use normal precautions, monitor the situation in their specific community and act in accordance with recommendations or directives issued by their local or state health departments.

In some cases, schools or community facilities may be choosing to close. They may have advisories available by phone, email or online regarding the status of the outbreak in that area. We encourage volunteers to ask their local school districts to keep them advised of any actions at the local or state level that may help them make decisions regarding their local AYSO activities.

We suggest that some practical measures local volunteers and parents can take at this time include: discouraging the sharing of water bottles and beverage cups, choosing individually wrapped snacks rather than communal or unwrapped options and, most importantly, that children experiencing symptoms of any illness should stay home and schedule an appointment with their primary care physician. Coaches should also be extra vigilant at practices and games for players that seem under the weather or are showing any signs of illness (fever, runny nose, coughing, etc.) and encourage them and their parents to go home to get well.

Soccer is a contact sport, so encourage players to wash their hands after the game (and frequent hand washing is a smart practice for children and adults alike to discourage the transmission of illness.) Some leagues are also advising coaches to replace the end of game "high five" or handshake with a nod and a "good game". That decision is left to the best judgment of your coaches or the Region.
For up to date and authoritative information, treatment and prevention of this illness, please visit the following Web site:
Centers for Disease Control (CDC)
http://www.cdc.gov/h1n1flu/general_info.htm

Volunteers outside the U.S. are encouraged to seek similar information from the appropriate national or provincial health officials

To Whistle Or Not To Whistle?
Things You Didn't Know About Things You Know Well

Referees must make quick decisions, and the luxury of time to think it over, look it up or discuss it with someone is not an option during the game. Test your knowledge and see if you can answer the following questions:

What should the referee do and how is play restarted if during a penalty kick taken by the red team in regulation time against the blue team, before the ball is kicked...

1.  A teammate of the kicker encroaches into the penalty area distracting the goalkeeper as the kicker kicks the ball at the goal?

2.  A teammate of the goalkeeper encroaches into the penalty area distracting the kicker as he kicks the ball at the goal?

3.  A player from the goalkeeper's team and a player from the kicker's team both encroach into the penalty area distracting both the goalkeeper and the kicker as he kicks the ball at the goal?

4.  A teammate of the goalkeeper encroaches into the penalty area, then the kicker kicks the ball at the goal, and it rebounds into play from the crossbar back to the red team kicker who kicks the ball into the goal?

Tales From The Pitch
Just Ask 'Em

Tom Tobin, Los Angeles, CA

How many times has it happened to you? Players from each team are contesting for a ball near the goal line. There are several kicks at the ball. It bounces off one or more players, then, in a blink, the ball is out of play. And you can't tell who touched it last. What to do? A dropped ball is not the answer because the Law requires you to make a decision -- goal kick or corner kick? Because many goals are scored from corner kicks, the decision could be critical to the outcome of the game.

Try asking the players. I know, I know. The referee is supposed to be in charge and must make definitive decisions in the best interest of the game. But the referee is human. Rather than just guessing, where you have a 50 percent chance of being wrong, try asking the players, "Hey guys (or girls), who touched that ball last?" In my experience, the younger players haven't yet learned to be deceitful, and will almost always tell you if they touched it last. When older players are asked, more often than not they respond honestly too. I'd like to think they do so out of respect for what they perceive to be the referee's honest admission. In either case, signal for the appropriate restart, but take a brief moment to reinforce his/her sporting gesture by expressing your appreciation for the player's honesty.

If there is no response it means they don't know either, in which case they have no basis to contest your eventual decision. If the players each point at the opposing team, you're no worse off than you were. Give it a try the next time it happens to you. You may be pleasantly surprised at the outcome.

Training Activities Spotlight
"Musical Balls" Is An Activity For A U-8 Team

"Musical Balls" works on dribbling skills. You will need a full U-8 team, six to ten balls and six cones.

Organization: Create a 25 by 40 grid marked with cones, divided by a midline. Divide your team into two equal groups, placing each group at each endline. Have each group face the center of the grid. Place the balls along the midline. Use two fewer balls than the number of players you have.

How The Game Is Played: When you yell "go," have the players from both sides rush to the midline and compete for possession of a ball. Once they have position, they have to run to their endline by dribbling. The players who did not get a ball can try and steal a ball from a player on the other team and return it to their endline. The game is over when all players have returned to their endline. Play the game five times.

Variations: Keep reducing the number of balls and players, so the last round is 1 v. 1 with one ball on the midline.

To Whistle Or Not To Whistle?
Things You Didn't Know About Things You Know Well

Referees must make quick decisions, and the luxury of time to think it over, look it up or discuss it with someone is not an option during the game. Test your knowledge and see if you can answer the following questions:

What should the referee do and how is play restarted if, during a goal kick taken by the blue team on a regulation size field, the kicker attempts to pass the ball to a teammate standing outside the penalty area near the right corner of the field but...

1.  She miss kicks the ball and it goes directly over the blue team's goal line 17 yards from the right goal post?

2.  The ball strikes the referee inside the penalty area and then goes directly over the blue team's goal line 19 yards from the right goal post?

3.  Before the ball has left the penalty area, a red team player enters the penalty area and is recklessly pushed out of the way by a blue defender also inside the penalty area, thus allowing the blue team player near the corner of the field outside the penalty area to receive the ball?

4.  She miss kicks the ball and runs after the ball picking it up with her hands just outside the penalty area before any other player has touched it?

Joe Knows AYSO
What's The Correct AYSO Answer

As the AYSO National Referee Administrator, I often receive inquiries regarding rules, regulations, policies, interpretation of FIFA Law and AYSO modifications. The following is a recently received question:

1.  Joe, when is the goalkeeper guilty of Handling the Ball? What role does the location of the ball and the location of the goalkeeper's body play in making this call? Does the goalkeeper's entire body have to remain in the penalty area or is it OK for him to handle the ball as long as part of his body is inside the penalty area? While punting the ball into play, what if the goalkeeper's hands extend beyond the penalty area before he punts the ball? What if the goalkeeper's body was outside the penalty area but he reached inside the penalty area and handled the ball? I was surprised how many of our referees had a different opinion on this.

2.  Hi Joe, if someone has a belly button piercing, are they permitted to practice or play AYSO soccer.
