Referees must make quick decisions, and the luxury of time to think it over, look it up or discuss it with someone is not an option during the game. Test your knowledge and see if you can answer the following questions:
What should the referee do and how is play restarted if...
1. Just inside the blue team's goal area, the referee awards a free kick for the red team and says "indirect free kick." The referee raises her arm to signal for the indirect free kick, but does not give any further instructions to anyone, so before the blue team gets organized, a red team player quickly places the ball at the nearest point on the line at the top of the goal area and then attempts to pass the ball to a teammate. Unfortunately, the ball hits the referee first and then goes directly into the blue team's goal.
2. Just inside the blue team's goal area, the referee awards a free kick for the red team and says "indirect free kick." The referee forgets to raise her arm to signal for the indirect free kick and does not give any further instructions to anyone, so before the blue team gets organized, a red team player quickly places the ball at the nearest point on the line at the top of the goal area and then attempts to pass the ball to a teammate. Unfortunately, the ball hits the referee first and then glances off a blue team player's foot and goes directly into the blue team's goal.
3. The referee awards a corner kick to the red team. A red team player quickly places the ball correctly and then deliberately lightly kicks the ball with his foot but the ball does not roll far enough to leave the corner arc. Another red team player goes to the corner arc and quickly dribbles the ball towards the blue team's goal. He shoots and the ball goes into the blue team's goal.
4. The referee awards a penalty kick to the red team. The red team kicker places the ball correctly and, after the referee signals for the kick to be taken, instead of shooting at the goal, the red kicker passes the ball forward to his right where a teammate then runs into the penalty area and shoots the ball into the goal.
As the AYSO National Referee Administrator, I often receive inquiries regarding rules, regulations, policies, interpretation of FIFA Law and AYSO modifications. The following are some questions recently received:
1. Joe, we have a player who must wear a hearing aid box on his waist. It hooks to his cranium by wires. We want him to play, of course, but we also don't want other players falling on this box and then on him. It's not just a question of his personal risk. We can have him give us a medical release form, but that still doesn't address any danger to other players. It's a hard device. Help. What's the official policy on such devices?
2. Joe, are players allowed to wear mouthguards? My son has a few thousand dollars worth of braces that I would like to protect.
3. Joe, what is the AYSO policy on players wearing insulin pumps? My daughter has juvenile diabetes and was told by a referee that she would have to take it off to be able to play.
4. Joe, my daughter has a physical handicap which requires her to wear an ankle-foot orthoses (AFO) on one foot. It is a piece of pliable plastic that runs from beneath the foot, wraps around the heel and extends part way up the back of the calf. My question is would the AYSO rule prohibiting players from participating while wearing a hard cast or splint mean that my daughter could not play AYSO soccer?
