You asked what was the purpose of the seeding for the President's 8's if it was going to be a random draw.
I believe John Riches is correct and the seeding was to decide which players were to play in each event. The seeding was based on the world rankings one month before the start of the event.
Having said that, I was initially under the impression it was to be a seeded draw this year (the draw has been random in all previous President's 8's). However, it was made clear to the participants that it was to be a random draw a few days before the event.
Personally I would prefer a seeded draw. If the event is closely contested, then the contenders are likely to be playing each other in deciding games towards the end of the event. They then have some control over their own fate.

There was an official announcement on the ACA website on 11th Sept entitled "The ranking of players for the Presidents Eights" in which it stated,
"The Australian Selectors have seeded the list of players for the President’s Eights."
What was the purpose of this seeding if it was going to be a random draw?
