If a dispersal draft of some sort were held, how many rounds would it go? Let's say we decided to allow 12 players to be protected. We wouldn't redraft all the way to 30 because then no rookie draft could be held. Would each team just quit drafting whenever they wanted?
7 players is far too little to protect. I think 12-15 would be reasonable.

It's no big deal to me whether this type of draft occurs or not, even though I think it is a well thought out and well intentioned proposal on Lee's part I fully expected people to view it as throwing all their past work out the window. I might see it that way too if I were on the other side of the table.
That having been said, this is why I see minimum usage percentage as a good thing. The way you manage your team will determine to some extent who you bring back and who you don't. It's probably too late to fix the way the expansion teams were built unless soemthing drastic is done, and doing something drastic is not likely something a league majority will support.
It's extremely positive for the league that it's being discussed at all, there are a lot of leagues where discussions like these would not be tolerated.
