If you list the activity in your local newsletter or email list, it is group
sponsored. If you say "the shire of [name] is holding an informal
practice" then it is group sponsored. If you announce it at an SCA meeting
as open to SCA people, it could be group sponsored. If you use the same site
that your SCA group uses for practice at the same time that your SCA group uses
the site, then it could be group sponsored. In all these cases, the
"SCA" is responsible for an event and you can not do rattan practice
with minors.
If 6 people - who may happen to belong to the SCA and participate in SCA
activities at other times - happen to teach minors some sort of martial art in
their back yard, that is not our business.
That is not all encompassing, but does it help?

Greetings All,
There has been a lot of conversation lately, at events and online, about the
idea of allowing youths age 16-17 to begin learning standard adult rattan
combat. This is an option available at Pennsic and in many kingdoms
throughout the Known World. The first organizational/informational meeting
in Æthelmearc for this purpose is scheduled for the Stormsport Gold Chain
event on November 9, 2008. Several other meetings are being planned for
future events. All are encouraged to attend.
That having been said, I want to mention that currently in Æthelmearc,
nobody under the age of 18 is allowed to participate in rattan combat or
training at any SCA sponsored function. This restriction forbids rattan
practice or fighting by minors at any SCA event, including informal group
sponsored gatherings and practices, even with direct parental supervision.
I look forward to some lively discussion and the chance to build a new level
of our current program and increase participation for families in
Æthelmearc. and I do remain...
