i suppose i should have said "formal or informal" but actually the most
significant phrase here is
"group sponsored gatherings and practices"

this means that any activity taking place under the banner and insurance of
the society. this includes any publicized gathering or practice. if it is in
you newsletter or on your website or announcesd through any of the AE or SCA
lists it is a "group sponsored function" and under 18 with rattan is not
allowed.
