My guess would be at the other end, near the delivery point. If a
machine at the source were the culprit, a substantial percentage of ENs
would be compromised - plus who got damaged copies would vary every
month. When one person keeps getting a damaged copy, I would suspect a
facility near that person.

Thankfully, we can read the EN on the website, but it isn't the same, I know. You might to call your local P.O. and see if it arrives to them in that...

As a long time rural mail carrier for the USPS, I can tell you that this is the price of automation. The USPS is trying to get rid of as many mail handlers...

Good to know, thanks for the info :-) EN must be just the right thickness with just the right texture of cover or something to get hung up in that darned...
