I'm not Frank, but I have some thoughts on this. According to the protest, it appears that the horse owner retained responsibility for care of the horse...the rider did just that...simply rode the horse. That is typical for this owner. Steph, if you leased a horse to ride, but the owner did all of the pre-ride feeding, care, etc., and you merely climbed into the saddle and rode, and then the horse came up with a positive drug test, who do *you* think should be sanctioned...you, or the person who owned the horse and was responsible for its care up to and during the ride?
