Another sailing beach closer to Washington State is Ft Stevens to Gearheart Beach.  I sailed there many years ago on my Manta Twin.  Not as wide as beaches like Newport, OR but pretty nice.  During the kite festivals in the Long Beach, WA area north of the Columbia rider, kite buggies are sailing and I am pretty sure landsailors can join in, no silly State of Washington registration hassles.  PACRIM Championships Mar 22-27 at Primm, NV.
